Chinese, South Korean fugitives arrested -- BI

MANILA, Philippines — Chinese and South Korean fugitives were arrested in back-to-back operations in Manila, the Bureau of Immigration reported on Wednesday.

The BI said Chinese Guo Shangming and South Korean Hyeong Jinwoo were arrested by their agents on Tuesday.

Shangming, who is wanted by the Luoyuan County Public Security Bureau in China for fraudulently obtaining loans, was arrested in Paco, Manila.

BI Commissioner Norman Tansingco said that Shangming was reported by Chinese authorities for failing to repay his loan amounting to over P2 million.

The Chinese fugitive arrived in the Philippines in 2020, and the bureau said that he is already overstaying in the country.

The BI said that Hyeong is an undesirable alien. He was arrested in Intramuros, Manila.

Hyeong, according to the bureau’s records, was tagged by the South Korean government as a “fugitive from justice.” He has outstanding arrest warrants from the Suwon District Court for Fraud and Organization of Criminal Groups.

The BI noted that Hyeong was reportedly a member of the Metro Manila-based voice phishing syndicate called “MinJun Pa.” 

The BI said the syndicate operates as a “financial institution falsely offering low interest loans in exchange for upfront payment of outstanding debts and processing fees,” and has already defrauded its victims of almost P14 million.

Tansingco also disclosed that Hyeong has been hiding in the Philippines since 2018.

The two fugitives’ passports were revoked by Chinese and Korean authorities, the BI said. 

They are now considered by the Philippine immigration as undocumented and undesirable aliens, the bureau added.

Tansingco also condemned foreigners involved in illegal activities in the country. 

“Do not make the Philippines your breeding ground for your crimes,” he said. 

“Our agency will not take a rest until all of these felons are brought to justice,” he added.
