MANILA, Philippines — Heavy rains and strong winds will prevail over parts of Luzon on Tuesday as Typhoon Jenny (international name: Koinu) moves closer to the Philippine landmass, the state weather bureau said.
In a weather bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Jenny was last seen at 350 kilometers (km) east of Basco, Batanes, carrying wind speeds of 165 kilometers per hour (kph) and gustiness of 205 kph.
Jenny maintained its west-northwestward movement at 15 kph, it added.

“Generally ito ay kikilos pa rin hilagang-kanluran o kanluran hilagang-kanluran hanggang bukas ng morning or afternoon. Mababa na ‘yung tyansa na maglandfall ito sa ano mang bahagi ng ating bansa ngunit bukas, Miyerkules, ay ine-expect natin na ang bagyong Jenny ay pinakamalapit sa may area ng extreme northern Luzon,” said Pagasa weather specialist Grace Castañeda.
(Generally, it will still move northwest or west-northwest until tomorrow morning or afternoon. The chances of it making landfall in any part of our country are low, but tomorrow, Wednesday, we expect typhoon Jenny to be closest to the area of extreme northern Luzon.)
“Dahil nga rin sa laki o lawak ng sakop ni bagyong Jenny, ngayon pa lamang ay makararanas na ng malakas na hangin itong extreme northern Luzon maging itong ilang areas pa ng northern Luzon,” she added.
(Due to the size or extent of typhoon Jenny’s area, even now, extreme northern Luzon will already experience strong winds, even in some areas of Northern Luzon..)
Pagasa said Tropical Cyclone Wind Signal No. 2 is still in effect over Batanes while the following provinces remain under Signal No. 1:
- Cagayan including Babuyan Islands
- Northern and eastern portions of Isabela (Maconacon, Divilacan, Palanan, Santa Maria, San Pablo, Tumauini, Cabagan, Ilagan City, San Mariano, Santo Tomas, Dinapigue, Benito Soliven, Naguilian, Gamu, Quirino, Delfin Albano, Quezon, Mallig)
- Apayao
- Northeastern portion of Abra (Tineg, Lacub, Malibcong), the northern portion of – Kalinga (Balbalan, Pinukpuk, Rizal, City of Tabuk)
- Ilocos Norte
Gale warning signals were likewise raised over Batanes, Cagayan, including Babuyan Islands and Isabela, the state weather agency noted.
Pagasa added that Jenny may leave the Philippine area of responsibility by Thursday.
As for the western portions of Central Luzon, Southern Luzon, and Visayas, occasional rains may be anticipated as Jenny enhances the southwest monsoon, locally known as habagat, Pagasa explained.
It warned of possible flash floods and landslides in affected localities, particularly in low-lying areas.
