MANILA, Philippines — The state weather bureau hoisted Tropical Cyclone Wind Signal No. 3 over three towns in Cagayan and Isabela provinces as Typhoon Goring (international name: Saola) “steadily intensifies.”

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its 11 a.m. tropical cyclone bulletin Saturday that Santa Ana in Cagayan, and Divilacan and Palanan in Isabela may experience heavy rainfall and gusty conditions of 89 kilometers per hour (kph) to 117 kph in at least 18 hours.

This is because Goring slightly strengthened at maximum sustained winds of 150 kph and gustiness of up to 185 kph. It was still moving southwestward at 10 kph.

In the 5 a.m. advisory of Pagasa, the typhoon packed maximum sustained winds of 140 kph near the center and gustiness of up to 170 kph.

Based on the latest available data from the state weather service, Goring’s eye was 155 kilometers east of Aparri, Cagayan.

TCWS No. 1, on the other hand, was hoisted over Batanes; the rest of Cagayan, including Babuyan Islands; central portion of Aurora (Dinalungan, Dipaculao); Quirino; the rest of Isabela; Apayao; eastern portion of Nueva Vizcaya (Kasibu, Quezon, Diadi, Bagabag, Solano, Villaverde); eastern portion of Ifugao (Lamut, Lagawe, Hingyon, Banaue, Mayoyao, Aguinaldo, Alfonso Lista); eastern portion of Mountain Province (Barlig, Natonin, Paracelis); and Kalinga.

Pagasa likewise reported that Goring continues to enhance the southwest monsoon, locally termed habagat – which would trigger strong winds in Bataan, Metro Manila, Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon), Bicol Region, and most of Mimaropa (Mindoro Oriental and Occidental, Marinduque, Romblon, and Palawan).
