We’re solving MUP pension issues, Romualdez assures Marine Corps

MANILA, Philippines — Lawmakers are working to solve problems in the pension system of military and uniformed personnel (MUP), House Speaker Ferdinand Martin Romualdez assured the Philippine Marine Corps on Wednesday.
“I am proud to announce that the efforts of the House Ad Hoc Committee on the MUP Pension System have borne fruit,” he said in his speech during the 51st founding anniversary of the Marine Corps Force Reconnaissance Group in Camp Gregorio Lim in Ternate, Cavite.
“This revamped pension system underscores our unwavering commitment to the brave men and women in uniform. It not only provides financial security but also recognizes their boundless dedication and service to our nation,” he added.
Romualdez noted that the latest version of the bill even guarantees a higher retirement package for all MUPs — 95 percent of the base pay, compared to the 85 percent in the previous package for the Armed Forces of the Philippines (AFP).
He also touted the following provisions in the substitute bill:
- inclusion of members of the Philippine National Police who have served less than 20 years, ensuring they too are eligible for a separation lump sum
- an annual guaranteed salary increase of 3 percent for all MUP
- introduction of two separate pension management systems — one dedicated to the AFP and another for civilian uniformed personnel
- setting a 5 percent contribution from MUPs, complemented by a 12 percent contribution from the government
- establishment of a special window in the pension fund system for disadvantaged pensioners, ensuring that they would not be left behind
Last Aug,. 16, the House ad hoc committee headed by Albay Rep, Joey Salceda, who also chairs the Committee on Ways and Means, finalized the substitute bill.
Defense Secretary Gilbert Teodoro Jr. initially objected to some provisions in the latest version, but Salceda assured him that some of those issues would be addressed and included in the final version.
Meanwhile, Romualdez thanked the members of the Force Reconnaissance Group for giving Filipinos peace of mind.
“You have embodied the very spirit of dedication, skill, and unwavering commitment. It is not an exaggeration to say that the peace and security we enjoy today is largely due to your tireless efforts,” he said.
“In this rapidly changing global landscape, where new threats emerge as swiftly as the old ones fade, it is units like the Force Reconnaissance Group that stand as our nation’s shield.”
Romualdez also paid homage to marines who had died trying to keep peace and order in the entire country.
“We remember those who have paid the ultimate price, those whose stories of bravery and sacrifice inspire countless others to serve with honor. Their memories remind us that freedom is not free,” he said.
“It comes at a cost, and that cost is borne by the gallant men and women of our armed forces.”
