DOTr, Miaa opens bidding for Naia maintenance, ops

MANILA, Philippines — The Department of Transportation (DOTr) and the Manila International Airport Authority (Miaa) on Wednesday announced the opening of the bidding for a concessionaire on the operations and maintenance of the Ninoy Aquino International Airport (Naia).

In a statement, the DOTr and Miaa invited interested participants to a single-stage competitive bidding process in a Rehabilitate-Operate-Expand-Transfer arrangement, which it said is in accordance with the Build-Operate-and-Transfer Law and its Revised 2022 Implementing Rules and Regulations.

“The Instructions to Bidders is already publicly available in the DOTr, MIAA, and the Public-Private Partnership Center websites,” the statement read.

The DOTr and Miaa explained that the Naia Public Private Partnership (PPP) Project, approved by the National Economic Development Authority, will cover all facilities of the airport, including its runways, four terminals, and associated facilities.

“The project is expected to improve overall passenger experience and increase the current annual passenger capacity of Naia to at least 62 million from the current 32 million,” the agencies said.
