Explain defects, contractor told

THE contractor who handled  phase 1 of the Mambaling access road leading to the South Road Properties (SRP) should explain themselves before they receive payment for their work.

Councilor Edgardo Labella said the committee on laws that he chairs would invite representatives of TOA Corp. to explain why the foundation in the Mambaling access road was cracked and muddy. Rep. Tomas Osmeña of Cebu City’s south district said the firm should not be paid P28.5 million for their work,  which he said was unacceptable.   Labella said the Mambaling access road should be redone.

On Sept. 17, 2002, the city government awarded to TOA Corp. the construction of the SRP infrastructure stage 1 project.  They  completed the project on Feb. 19, 2004, and turned over the work to Cebu City on Oct. 25, 2004.

They earlier asked payment of P36.2 million but later corrected it to 28.5 million.  Last year Mayor Michael Rama formed an ad hoc committee to evaluate  TOA’s claim.

In March this year, the ad hoc committee recommended to the mayor that  TOA Corp. billing was  valid. Correspondent Fatrick Tabada
