MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) will issue a notice of violation against a construction company for blocking the flow of vehicular traffic at its construction site.
In a statement issued Saturday afternoon, MMDA acting chairman Romando Artes said the agency does not tolerate “obstruction in any form.”
“Traffic rules against any encroachments and road obstructions apply to all,” Artes said.
MMDA’s Twitter post revealed that the notice of violations will be served for the construction activities along Manila Metro Rail Transit System 7 – Station 6 (Batasan) and relocation of a manhole near light rail transit (LRT) 1 in Seaside Drive corner Roxas Blvd. Tambo, Parañaque City, among others.

Based on MMDA’s documents, these projects were found in violation order of the provision of Republic Act 7924, Section 3-B and MMDA Regulation No. 11-002 series of 2011, regulating from MMA Ordinance No. 2 series of 1991.
“Imposition of fines and penalties against private contractors is not new. It has long been a practice for us to implement such. As a matter of fact, we have issued a number of notices of violation against companies and contractors obstructing the road which causes traffic build-up,” Artes stressed.
He likewise reminded contractors to clear construction sites at all times, adding that “heavy equipment and vehicles must not impede the flow of vehicular traffic or they shall be penalized.”
