Sen. Mark Villar: ‘One Town, One Product’ bill up for President’s signature
MANILA, Philippines — Senator Mark Villar, the author and principal sponsor of Senate Bill No. 1594, which aims to institutionalize the “One Town, One Product” (OTOP) program, announced that the bill is now awaiting the signature of President Ferdinand Marcos Jr.
“I firmly believe that the impact of this legislation will extend far beyond our shores. The OTOP Philippines Program will put our nation on the international stage, showcasing the diverse range of high-quality products that our towns and municipalities have to offer. This program will not only boost our local economies but also serve as an inspiration for other nations striving to uplift their MSMEs and promote sustainable development,” Villar said.
The bicameral conference committee, composed of representatives from both the Senate and the House of Representatives, introduced several provisions in the revised version of the legislation.
These include creating a national strategic development plan for the OTOP program and establishing qualification criteria for OTOP products.
The criteria will be aligned with elements of culture, community resources, connection, creativity, and competitive advantage. These changes will further enhance the OTOP bill.

This bill will finally institutionalize the long-overdue OTOP Program. With just a signature away from becoming law, it will showcase the unique products of every town, create sustainable livelihoods, and contribute to the nation’s prosperity.
