Shoot-to-kill order out vs 2 rogue cops

Manila’s “Dirty Harry” is once again taking “drastic action” against lawmen accused of crimes.

In a press conference on Thursday, Mayor Alfredo Lim issued shoot-to-kill orders against two fugitive policemen who went into hiding after they were accused of committing murder during Holy Week.

Lim, however, clarified that the shoot-to-kill order would apply only should the police team looking for the two encounter “armed resistance.”

“Their tendency would be to shoot. Our law enforcers need to be careful. [Should there be any] sign of danger, they need to protect themselves,” he said.

“[The suspects’ actions] contribute to the erosion of the police force. Now even dedicated officers and policemen get blamed,” Lim lamented, adding, “We need to take drastic action.”

PO1 Fulgencio Sideco, a member of the National Capital Region Police Office, is being sought for shooting and killing his neighbor, Danilo Serrano, 63, on April 3 in Tondo, Manila.

On the other hand, PO3 Rommel Fortuno, who used to be with the Caloocan police before he was dismissed from the service, reportedly shot dead pedicab driver Kim Tanyog on Black Saturday, also in Tondo.

The two were described as armed, trigger-happy and dangerous.

Sideco is already facing dismissal from the service over a case of indiscriminate firing during a Christmas party in his neighborhood last year.

The sister of the man he shot said that the policeman had a reputation among their neighbors of being a drug user.

Fortuno, on the hand, was dismissed over car theft charges years ago.

He also faces another case in connection with the killing of another lawman who he believed was having an affair with his former girlfriend.
