LTO set to maximize LTMS; old systems replaced by August
MANILA, Philippines —On Thursday, the Land Transportation Office (LTO) announced that it plans to completely replace its legacy systems with a new online platform dubbed Land Transport Management System (LTMS) by August 2023.
After Thursday’s hearing before the House committee on transportation, LTO chief Jay Art Tugade issued a statement in which he claimed that nearly all of LTO’s LTMS was being used at all times.
According to Tugade, the utilization includes its Driver’s Licensing System (DLS), the renewal processing of Motor Vehicle Inspection & Registration System (MVIRS), the Law Enforcement & Traffic Adjudication System (LETAS), Revenue Collection System (RCS), Portal (front-facing application used by the general public), Online Application & Appointment System (OAAS), and Executive Information System (EIS).
“Once this is complete, the old system will be removed and the LTO will only use the LTMS,” Tugade said.
Settlement of traffic violations through the Law Enforcement Handheld Mobile Devices is also set to be made available by April 30.

Several modules in the LTMS are also still being completed for its registration exam, setting the schedule for its full utilization by August.
From there, the transactional data from the old system of Stradcom will be migrated to the Department of Information and Communications Technology and then transferred to the agency’s current provider Dermalog.
