“To remember to be humble enough, to remember that we are a vessel, we are a symbol, and we only occupy the seats that we do for the people and ultimately our positions, our seats, are not ours but are of the people of Ilocos Norte,” he reminded local officials.

The original Provincia de Ilocos, which straddled the provinces of Ilocos Norte, Ilocos Sur, Abra, and La Union, was divided by virtue of a Spanish royal decree on Feb. 2, 1818, due to a series of uprisings by residents against the Spanish colonial government’s monopolies in tobacco, “basi” (sugarcane wine), and vinegar.

“History unfolds that before the coming of the Spaniards, the coastal plains in northwestern Luzon, stretching from Bangui (Ilocos Norte) in the north to Namacpacan (Luna, La Union) in the south, were as a whole known as a progressive region called ‘Ylocos,’” according to an executive order issued by Ilocos Sur Gov. Jeremias “Jerry” Singson.
