MANILA, Philippines — The Land Transportation Office-National Capital Region West (LTO-NCR-West) on Sunday said it apprehended five taxi drivers after refusing passengers who returned to Metro Manila after spending their holidays in the provinces.

In a statement, the LTO said the arrests were part of the agency’s implementation of “Oplan Isnabero” and were made during an operation at the Parañaque Integrated Terminal Exchange (PITX) and in Pasay City.
