MANILA, Philippines — Tropical Storm Rosal (international name: Pakhar) weakened into a low pressure area (LPA) on Tuesday and is expected to fully dissolve within 24 hours, said Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

Batanes, Cagayan and the Babuyan Islands, as well as Apayao, are affected by the northeast monsoon or “amihan”, causing cloudy skies with rain, said Pagasa.

“This post-tropical low is forecast to dissipate within 24 hours due to the unfavorable conditions brought about by the surge of the northeast monsoon,” said Pagasa’s latest tropical cyclone bulletin.

Metro Manila and the rest of the country can expect fair weather with chances of rain, said Pagasa.

“Makikita po natin, halos walang kaulapan sa anumang bahagi ng bansa kaya generally fair weather ang ating mararanasan, o maaliwalas na panahon ang mararanasan sa malaking bahagi ng ating kapuluan pero again, posible pa rin ang mga isolated o pulo-pulong pag-ulan, pagkidlat, pagkulog,” said Pagasa weather specialist Obet Badrina.

(We can see, there are almost no clouds over any part of the country so generally fair weather can be expected, or clear weather, over a large portion of our archipelago but again, isolated or scattered rains, lightning and thunder are still possible).

Badrina added that no LPAs are being monitored by Pagasa in the Philippine area of responsibility but two cyclones are still possible for the month of December.

Pagasa also raised in Northern Luzon due to the amihan, specifically in Batanes, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Cagayan Including Babuyan Islands, Aurora and Isabela

Areas affected by heavy rain are also cautioned of possible landslides and flash floods, said Pagasa.

Here is a list of temperature ranges for Tuesday, according to Pagasa:

  • Metro Manila — 25 to 31 degrees Celsius
  • Baguio — 15 to 21 degrees Celsius
