CA panel defers confirmation of Erwin Tulfo’s appointment as DSWD chief
MANILA, Philippines — A Commission on Appointments (CA) panel on Tuesday deferred the confirmation of Department of Social Welfare and Development (DSWD) Secretary Erwin Tulfo.
The CA labor, employment, social welfare, and migrant workers panel deliberated the ad-interim appointment of Tulfo and eventually decided to hold off its confirmation of his official designation amid issues such as his enlistment in the United States Army and libel conviction.
SAGIP Rep. Rodante Marcoleta earlier brought up Tulfo’s conviction on four counts of libel. According to the congressman, the libel verdict poses a dilemma regarding the DSWD Secretary’s confirmation since such a case is “an offense that involves moral turpitude.”

Luis Raymund Villafuerte said.
