Oct. 20 declared holiday in Batac to mark Ilocano hero’s birth anniversary

LAOAG CITY, Ilocos Norte — Malacañang has declared Oct. 20 as a “special non-working holiday” in Batac City, this province, to mark the 156th birth anniversary of General Artemio Ricarte.

Executive Secretary Lucas Bersamin, by authority of President Ferdinand Marcos Jr., signed Proclamation No. 69 on Oct. 13, which declared the holiday in the city.

The holiday would give the people of Batac an opportunity “to celebrate and participate in the occasion with ceremonies, subject to the public health measures of the national government,” the proclamation stated.

Ricarte was a general during the Philippine Revolution and the Philippine-American War. He was born on Oct. 20, 1866, in Batac City.

On Oct. 4, the Mariano Marcos State University and the Philippine Rice Research Institute unveiled a rice paddy art featuring Ricarte to honor the Ilocano hero and the father of the Philippine Army. INQ
