LAOAG CITY, Ilocos Norte—The Department of Public Works and Higways (DPWH) on Sunday, Sept. 25, temporarily closed down a national highway in Pagudpud town in Ilocos Norte province as Super Typhoon Karding (international name: Noru) threatens Luzon.

In an announcement, the regional DPWH said that the Manila North Road in Pancian village was impassable again due to fallen debris.

The DPWH said that it deployed a team to the area to conduct clearing operations but was at times being halted due to heavy rains brought by Karding.

In the last two weeks, a series of land and rock slides completely blocked a portion of the highway, which serves as a gateway to most parts of the Cagayan Valley.

It was recently reopened to light vehicles on Sept. 22, the DPWH said.
