Two MRT-3 officials named as new officers-in-charge

MANILA, Philippines – Two officials of the Metro Rail Transit Line 3 (MRT-3) have been named as the rail line’s new officers-in-charge (OIC), the train management announced on Thursday.

Engineer Ofelia Astrera will serve as MRT-3 OIC-General Manager, while Engineer Oscar Bongon is the OIC Director for Operations.

Astrera, who concurrently sits as the rail line’s Support Division Chief, was designated on July 1.

Similarly, Bongon was also designated while serving in his concurrent position as the Chief of the Engineering Division.

Both Astrera and Bongon are expected to serve until July 31 or “until a replacement has been appointed or designated, whichever comes first,” MRT-3 management said.

The rail line said they were part of the core Project Management Office (PMO) of the Department of Transportation and Communications MRT-3 back in 1997.

Astera previously handled the PMO’s quality assurance and quality control, which ensured the adherence of all construction works of the project to agreed standards and specifications.

In 2000, Astrera became the chief of the Support Division of the MRT-3, which she has held to this date.

Meanwhile, Bongon served in the PMO’s power supply, overhead, and catenary system section before becoming the head of the Maintenance Supervisory, Safety, and Security division of the MRT-3 in the 2000s.

He was also the former Chief of the Transport Division from 2004 to 2010; Station Division from 2010 to 2016; and Engineering Division from 2017 up to this date.

Astrera is a licensed geodetic engineer with a master’s degree in Public Administration, while Bongon is a licensed Electrical Engineer with a master’s degree in Management. – Nicole Faye Agcaoili, INQUIRER.net intern
