MANILA, Philippines — Outgoing Education Secretary Leonor Briones will soon turn over to incoming Education Secretary and Vice President-elect Sara Duterte an eight-year road map aimed at enhancing the delivery and quality of basic education in the country.
“This will be the first time that an outgoing administration will hand over a well-crafted education plan to the incoming administration,” Briones said on Friday during the launch of “Basic Education Development Plan 2030” (BEDP 2030).
The document, Briones said, was intended to address the gaps, “sustain and enhance relevant programs, and use innovations in fostering resiliency and embedding the rights of the children and youth in education.”
Roger Masapol, director for planning services of the Department of Education (DepEd), said the conceptualization of BEDP 2030 commenced in 2017.
The four pillars of the framework include access, which ensures that all school-age children, out-of-school youth, and adults are provided with relevant basic learning opportunities.
BEDP 2030 also eyes equity for disadvantaged children, quality which guarantees learners will complete K-12 basic education and resiliency that would let the students exercise their rights and have the skills to protect themselves.
“The plan aims to continue the goals of the department for all Filipinos to realize their full potential and contribute meaningfully to a cohesive nation through the protection and promotion of the right to education,” the DepEd said in a statement.
According to Masapol, the blueprint will be implemented in two phases.
“Phase 1 shall focus on addressing the impact of COVID-19 on learning delivery, issues on reading and numeracy skills and decentralization of projects, programs, and activities,” he said.
The second phase, meanwhile, will focus on sustaining gains, institutionalization of future initiatives, and developing emerging education technologies and innovations.
