MANILA, Philippines — Outgoing President Rodrigo Duterte recommended to his successor the abolition of the party-list system.
“Itong party-list kailangang alisin na ito ng kung sinong magpresidente ngayon na papasok,” Duterte said in his Talk to the People aired on Thursday.
“Ako, I recommend the abolition of itong party-list. Ginagamit e,” he added.
Duterte, who earlier called for an amendment to the 1987 Constitution, advised the next president to initiate either a Constitutional Assembly (ConAss) or a Constitutional Convention (ConCon).
“It would be as good as any other time to initiate whether to convert Congress into a constituent body or a magtawag ng constitutional convention, which is very expensive to do,” he said.
“Dapat umpisahan na sa bagong administrasyon,” he added.
Earlier, Duterte criticized the exploitation of the country’s party-list system, saying the rich use it to lobby for their interests in Congress.
He also earlier slammed some party-list groups which he claimed are linked to the communist movement.
