LEGAZPI CITY—The Parish Pastoral Council for Responsible Voting-National Citizens’ Movement for Free Elections (PPCRV-Namfrel) on Monday recorded technical glitches from vote-counting machines (VCMs) and printing of ballot receipts in Albay province.

Fr. Eric Martillano, PPCRV-Namfrel Albay chairperson, said in the second and third districts, poll watchers reported two separate incidents of difficulty in feeding ballots to the VCMs.

In Malinao town in Albay, the priest said a man complained about his receipt that showed the names of candidates despite leaving the portion of the ballot blank.

“There were positions that he intentionally left blank, but the receipt was printed with names,” he said.

Another voter at a precinct at Bicol University College of Science in Legazpi City in Albay province also noticed that despite leaving a portion of the ballot blank, her receipt showed a name of a certain candidate.

Rayzel Ibay, a PPCRV volunteer and in-charge in the said precinct, said the Board of Election Inspectors recorded the case and placed the receipt inside an envelope.

The PPCRV deployed 4,100 volunteers in three cities and 15 towns in the province.
