MANILA, Philippines — A bikers’ group, Kapatiran sa Dalawang Gulong (Kagulong), hailed on Tuesday the passage in the House of Representatives of a bill aimed at regulating motorcycles for hire.
“We welcome the legalization and regulation of moto-taxis as it will promote and protect the livelihood of many of our fellow riders along with commuters,” Don Pangan, Kagulong secretary-general, said.
“We call on the Senate and the House to expedite the bicam version and ensure that riders’ rights are protected as well,” he added.
Lawmakers of the lower chamber approved House Bill No. 10571 — the proposed “Motorcycles-for-Hire Act — on Monday, with 189 affirmative votes, zero negative, and no abstentions.
The bill aims to provide a safe and economical alternative mode of public transport by allowing and regulating the use of “moto-taxis” as common carriers for both passengers and goods, including parcels and mail.
