Eleazar makes additional changes in PNP leadership amid senior exec’s retirement

MANILA, Philippines — Outgoing Philippine National Police (PNP) chief Gen. Guillermo Eleazar made additional changes to the PNP leadership, appointing Brig. Gen. Oliver Enmodias to head the Integrity Monitoring and Enforcement Group (IMEG).

Eleazar said in a statement on Wednesday that, Enmodias — former deputy head of the Criminal Investigation and Detection Group (CIDG) — replaced Brig. Gen. Flynn Dongbo.

Dongbo, IMEG’s former chief, was assigned as Regional Director of Police Regional Office 6, replacing Brig. Gen. Rolando Miranda who retired from the service earlier.

The IMEG is the PNP’s arm tasked to implement the police force’s disciplinary policy against erring police officers.

Col. Leumar Abugan on the other hand would handle the CIDG Acting Deputy Director for Administration post, which was vacated by Enmodias.

All the new designations took effect on Wednesday.

Previously, Eleazar also named four officials to new posts, with Brig. Gen. Gregory Bogñalbal now heading the PNP Highway Patrol Group (PNP-HPG); Brig. Gen. Michael Jon Dubria as the new head of the Directorate for Intelligence.

Bogñalbal’s vacant post as senior executive assistant to the PNP chief will be filled in by Col. Neri Vincent Ignacio.

Eleazar is set to retire from the police service on November 13, Saturday.  Earlier, Malacañang named Lt. Gen. Dionardo Carlos of the Philippine Military Academy’s Maringal Class of 1988 as the incoming PNP chief.
