Amid granular lockdowns, PNP records 274,231 quarantine violators in NCR

MANILA, Philippines —  The Philippine National Police (PNP) on Tuesday reported a total of 274,231 quarantine violators in the National Capital Region amid the Alert Level 4 quarantine status along with granular lockdowns.

The figures are based on data released by the PNP covering Sept. 16 to Oct. 11, where quarantine violations averaged at 10,547 daily.

Of those recorded by the PNP for quarantine violations, 192,000 violated minimum public health standards, 2,815 were non-APORs (authorized persons outside residences), while 78,517 broke curfew hours.

According to the PNP, the majority, or 145,818 of the violators were only given warnings, with 110,750 asked to pay fines, and 17,663 others were given other penalties.

At present, the whole of Metro Manila is under quarantine Alert Level 4, based on the area’s case data and healthcare utilization rates. Alert Level 4 which took effect on Sept. 16, will last until Oct. 15

Together with the alert level system is the imposition of granular lockdowns. Only a few houses, or even a street, can be locked down without warning to effectively confine possible carriers of the COVID-19 virus.

Residents of a locked-down area will not be allowed to leave, while those who have left prior to the lockdown will not be allowed to return until the lockdown is lifted.

Meanwhile, curfew hours in Metro Manila starting on Wednesday, Oct. 13 will be from 12 a.m. to 4 a.m
