New PNPA director named after cadet’s death allegedly due to hazing

MANILA, Philippines — The Philippine National Police has named a new director of the Philippine National Police Academy following an alleged hazing death of a cadet.

Director for Information and Communication Technology Management (DICTM) Police Maj. Gen. Alex Sampaga will replace Police Major General Rhoderick Armamento, PNP chief Guillermo Eleazar said in a statement.

Sampaga and Armamento will swap positions.

“I already approved the designation of Police Major General Alex Sampaga as the new Director, PNPA effective 29 September 2021. His current position as Director, DICTM will be taken over by Police Major General Rhoderick Armamento,” Eleazar said.

Cadet 3rd Class George Karl Magsayo was found “bogged down” inside a room in their dormitory at Camp Castañeda in Silang, Cavite province last Sept. 23. He was rushed to the hospital but was pronounced dead on arrival.

Initial investigation showed that he was punched in the stomach by an upperclassman, Cadet 2nd Class Steven Ceasar Maingat, before he collapsed. Maingat was detained at the Silang municipal station.

Eleazar said a criminal case will be filed against Maingat on Monday. But administrative cases will also be filed against him.

“Let this serve as a stern warning to all the PNPA cadets that the PNP leadership will never tolerate this misbehavior and serious breach of discipline and moral values,” he said.
