MANILA, Philippines—The National Bureau of Investigation (NBI) has filed criminal complaints against 12 members of the Quezon City Police District and four agents of the Philippine Drug Enforcement Agency (PDEA) for their involvement in the “misencounter” during an illegal drugs operation last Feb. 24 in Quezon City.
The NBI, which the President designated to investigate the “misencounter” has included in the complaint the following: PDEA-Special Enforcement Service (PDEA-SES) agents Khee Maricar Pornobi Rodas, Jelou Juanitez Santiniaman, Jeffrey Panhon Baguidudol, and Romeo Asuncion, and Quezon City Police District-District Special Operating Unit (QCPD-DSOU) members PCPL Alvin Borja, PLT Ronnie Ereno, PCPL Marlon Masiclat, PCPL Ronilo Prepose, PCPL Jason Coranez, PCPL Aries Curit, PCPL Marco Tapanan, PCPL James Dasalla, PMAJ Sandie D. Caparroso, PCPL Raul Christian Zacarias Gandeza, PLT Honey Besas, AND PCPL Christopher Alvarez.
Rodas, Santiniaman, and Baguidudol are recommended to be charged with homicide for the death of QCPD member PCPL Eric Elvin Garado. Baguidudol is also facing a complaint for falsifying official documents.
PDEA agent Asuncion and policeman Borja are also facing homicide complaints for the death of policeman Lauro De Guzman and PDEA agent Rankin B. Gano.
However, the NBI has yet to identify who among the PDEA agents or the police officers killed the informant known only as “Untong.”
Meanwhile, a complaint for attempted homicide has been filed against Santiniaman for wounding policeman Ereno. Attempted homicide was also recommended for the eight other policemen – Ereno, Borja, Masiclat, Propose, Coranez, Curit, Tapanan, and Dasalla — for wounding PDEA agents Martin Matthew Soriano and Baguidudol.
Caparroso, Gandeza, and Besas face complaints for direct assault with physical injuries, direct assault with less serious physical injuries, and direct assault, while Caparroso, Gandeza, and Besas face a complaint for robbery and conniving or consenting to evasion.
The complaint has been forwarded to the chair of the Special Cases Division for assignment for a panel of prosecutors.
