RESIDENTS in a subdivision in Talisay City led by the brother of Cebu Gov. Gwen Garcia requested the court to stop a Filinvest engineer from implementing a car sticker program.

The homeowners led by Byron Garcia yesterday asked the Regional Trial Court to issue a temporary restraining order (TRO) and to eventually stop engineer Antonio Lopez from implementing the program in the subdivision.
They also asked the court to ban Lopez from posting security guards controlled by Filinvest Land Inc. at the entrance of the subdivision to enforce the car sticker program.
Lopez is a Filinvest employee.
In their complaint, the homeowners said the car sticker program was implemented last Feb. 15.
Under the program, vehicles without the sticker will be stopped at the gate and the driver must leave a valid ID in exchange for a car pass.
The date and time of entry shall also be recorded in the log book.
The complainants said the program has caused much confusion among homeowners.
They said motorists have to wait longer to enter the subdivision since the guards have to inspect the vehicles without stickers.
“Not only did the implementation of the memorandum resulted in long waiting lines, it also resulted in shouting matches and near fist fights between the guards and the homeowners,” said the plaintiffs’ lawyer Marianito Mojica Jr.
“Tension are high at the main gate,” he said.
They said security guards at the subdivision’s main gate were contracted by Filinvest Land Inc. to restrict homeowners from going inside the subdivision. /Reporter Ador Vincent S. Mayol
