Man caught on video punching delivery man, not our guy: NBI
CEBU CITY—The National Bureau of Investigation in Central Visayas (NBI-7) has denied that the man caught on video punching a delivery driver was their personnel.
NBI-7 Regional Director Renan Oliva ordered an investigation on the incident because “this person might also be involved in other criminal activities, like extortion and illegal drugs.”
“I saw the video yesterday (Aug. 22) and immediately checked with my officers and employees and found out that no one among them was involved. Unfortunately, none of them can identify this person in the video,” Oliva said in a text message sent to reporters on Monday, Aug. 23.
“Definitely, we do not tolerate this kind of behavior. I hope the victim would come to the office and file a complaint so that he can help us identify this fake NBI so we can file the necessary charges against him, including usurpation of authority,” he added.
A video was uploaded on Facebook that showed a man punching a delivery driver of a bakeshop along AS Fortuna Street in Mandaue City, Cebu. The post claimed that the incident happened around 8 a.m. Sunday, Aug. 22.
In the video, the conversation between the man on a bicycle and the delivery driver could not be heard. But the post claimed an argument broke out between the two over “overtaking.”

The driver’s face and head were swollen after being hit, the post claimed.
