MANILA, Philippines — Typhoon “Bising” has left the Philippine area of responsibility (PAR) on Sunday, according to the state weather bureau.

In its latest and final bulletin for Typhoon Bising, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Bising left the PAR at 5:40 a.m. Sunday and has transitioned into an extratropical cyclone.

Pagasa said that as of 10 a.m., Bising was estimated to be 1,500 km east of extreme northern Luzon, outside PAR.

The weather bureau warned that moderate to rough seas will be experienced over the northern and eastern seaboards of Northern Luzon and the eastern seaboards of Central and Southern Luzon over the next 24 hours.

“Mariners of small seacrafts are advised not to venture out over these waters. Inexperienced mariners of these vessels should avoid navigating in these conditions,” said Pagasa.
