MANILA, Philippines — Stormy weather with strong winds will prevail in the eastern part of Luzon on Wednesday due to Typhoon Bising howling offshore, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said.
Bising was last spotted 395 kilometers (km) east of Tuguegarao City, Cagayan, packing maximum sustained winds of 175 km per hour and gusts of up to 215 kph, while moving north-northwest at 15 kph.
“Yung malawak na ulap nito [Bising] na posibleng may dalang pag ulan at ‘yung hangin na kaakibat ng Bagyong Bising ay makakaapekto pa rin sa mga lalawigan lalung lalo na sa silangang bahagi ng Luzon,” Pagasa senior weather specialist Chris Perez said in an early morning update.
Tropical Cyclone Wind Signal No. 2 remains hoisted over the following areas: (wind speed of 61 kph to 120 kph may be felt in the next 24 hours)
-eastern portion of Cagayan (Santa Ana, Gonzaga, Baggao, Gattaran, Lal-Lo, Peñablanca, Santa Teresita, Buguey)
-eastern portion of Isabela (Maconacon, Divilacan, Palanan)
Meanwhile, the following areas are under Signal No. 1:
-Batanes,
-rest of Cagayan including Babuyan Islands,
-rest of Isabela,
-Quirino
-Apayao,
-eastern portion of Kalinga (Rizal, Tabuk City, Pinukpuk, Tanudan)
-eastern portion of Mountain Province (Paracelis, Natonin)
-eastern portion of Ifugao (Alfonso Lista, Aguinaldo)
-northern and central portion of Aurora (Dipaculao, Baler, Dinalungan, Casiguran, Dilasag)
-Polillo Islands
-northern portion of Camarines Norte (Capalonga, Jose Panganiban, Paracale, Vinzons, Talisay, Daet, Mercedes, Basud)
-northeastern portion of Camarines Sur (Siruma, Tinambac, Lagonoy, Garchitorena, Caramoan)
-northern portion of Catanduanes (Caramoran, Viga, Gigmoto, Panganiban, Bagamanoc, Pandan)
Stormy
Pagasa warned of stormy weather in the eastern portions of Cagayan and Isabela while the rest of Cagayan Valley, Apayao, Kalinga, the eastern portion of Mountain Province, the eastern portion of Ifugao, Aurora, Camarines Sur and Camarines Norte, Catanduanes, and Polillo Islands will have rains with strong winds due to Bising.
Light to moderate damage to structures and vegetation may occur due to strong winds and flash floods or landslides, Pagasa warned.
Meanwhile, cloudy skies with scattered rain showers and thunderstorms will be experienced over the rest of Cordillera Administrative Region, Ilocos Norte, Nueva Ecija, Albay, and the rest of Quezon.
Rough seas
Aside from the typhoon, the northeasterly wind flow will also bring strong breeze to near gale conditions with higher gusts over the coastal and mountainous areas of Northern Luzon that are not under any storm warning signals in the next 24 hours.
Rough seas will also be experienced over the northern and eastern seaboards of Luzon, western seaboards of Northern Luzon, northern and eastern seaboards of Northern Samar, making sea travel risky.
Moderate to rough seas will likewise prevail over the western seaboard of Central Luzon, the remaining eastern seaboard of Eastern Visayas. and the eastern seaboard of Mindanao.
Pagasa advised operators and crewmen of small vessels not to venture out over these waters.
Weekend forecast
Typhoon Bising is seen to gradually weaken, Pagasa said, and will likely be downgraded to severe tropical storm category by Saturday and tropical storm category by Sunday.
In Metro Manila and the rest of the country, partly cloudy to cloudy skies with isolated rain showers will be experienced due to localized thunderstorms.
Pagasa warned that possible flash floods or landslides may occur during severe thunderstorms.
