MANILA, Philippines — Cavite Governor Jonvic Remulla expressed his shock and disbelief at the government’s “ever-changing” guidelines for enforcing enhanced community quarantine (ECQ) over the Greater Manila District, now known as the “National Capital Region Plus.”
“Sa totoo lang, ako mismo ay naguguluhan na sa pabago-bagong desisyon at announcements ng IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) regarding the ECQ Guidelines,” Remulla said in a Facebook post on Tuesday.
(Honestly, I myself am confused about the ever-changing decisions and announcements of the IATF on the ECQ Guidelines.)
To prove his point, Remulla said that certain policies agreed upon on Saturday were modified on Monday. He didn’t go into detail.
“Parang Enhanced Confusion Quarantine lang di ba? (Isn’t this like Enhanced Confusion Quarantine, right?)” Remulla then quipped.
Nonetheless, Remulla shared some of the revised ECQ rules, such as the fact that pillion riding on motorcycles is permissible if it is for important purposes.
“Ang paghatid sa trabaho, grocery, medical, etc. ay puede ngunit kung ligawan at landian lamang ito ay mahigpit na ipinagbabawal,” he said.
(When it is for dropping off for work, grocery, medicines is allowed, but when it is for hook ups and dates, it is strictly prohibited.)
He also shared that restaurants in Cavite would be closed by 5:30 p.m. due to the 6 p.m.-5 a.m. curfew.
“After 6 p.m., food delivery is allowed. Nakasisigurado po kayo na walang hahadlang sa mga delivery ng pagkain (We will make sure that no one will hamper the delivery of food.),” the governor added.
Last Saturday, the “NCR Plus”—Metro Manila, Cavite, Laguna, Bulacan, and Rizal—were put under a one-week ECQ due to a rise in COVID-19 cases.

During the ECQ period, only some sectors of the industry are permitted to operate at full capacity, while others will operate with a skeleton workforce.

As part of the ECQ implementation, the government enforced an 11-hour curfew over Metro and its four neighboring provinces, from 6 p.m. to 5 a.m.
