BACOLOD CITY –– President Duterte has declared Feb. 11 a special non-working day in Talisay City, Negros Occidental, to celebrate its 23rd charter day anniversary.

Talisay City Administrator Jose Jonathan Ealdama, however, said there would be no charter day program. This is to avoid mass gatherings amid the coronavirus disease (COVID-19) pandemic.
