MANILA, Philippines — Metro Manila was downgraded to Tropical Cyclone Wind Signal No. 2 as Ulysses moves over the western seaboard of Zambales on Thursday morning, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its 11 a.m. update.
Aside from Metro Manila, state weathermen said 19 other provinces in Luzon were also placed under Signal No. 2:

Areas under Signal No. 2 will experience winds of greater than 61 kilometers per hour up to 120 kph in at least 24 hours.
State meteorologists said “damaging gale- to storm-force winds” are likely in areas under Signal No. 2.
Moderate to heavy rains will be felt over Cordillera Administrative Region, mainland Cagayan Valley, Babuyan Islands, CALABARZON (Cavite, Laguna, Batangas, Rizal, and Quezon), Metro Manila, Mindoro Provinces, and Marinduque, Pagasa said.
Meanwhile, Signal No. 3 (121-170 km/h winds prevailing or expected in 18 hours) is hoisted over these provinces:
The western portion of Pangasinan (Bayambang, Bautista, Alcala, Santo Tomas, Malasiqui, Santa Barbara, Mangaldan, Dagupan City, Basista, San Carlos City, Calasiao, Binmaley, Urbiztondo, Mangatarem, Aguilar, Bugallon, Lingayen, Labrador, Infanta, Mabini, Sual, Dasol, Burgos, Alaminos City, Agno, Bani, Bolinao, Anda), Zambales, Bataan, Tarlac, and Pampanga
Signal No.1 (30-60 km/h winds prevailing or expected in 36 hours) is raised over the following areas:
