CITY OF SAN FERNANDO — A village chief is facing criminal and administrative complaints for hosting a birthday party for his son and a daughter-in-law in Apalit, Pampanga province, on Aug. 1 amid strict quarantine rules.

On Monday, Apalit Mayor Oscar Tetangco Jr. said the municipal council convened to receive an administrative case against Jaime Manlapaz, chief of Barangay San Juan, for dereliction of duties.

Video footage of the party had gone viral. According to Tetangco, Manlapaz violated the liquor ban and the protocol on social distancing. —TONETTE OREJAS
