NCRPO to file raps vs retired cop Delos Santos over electrical jumper in RDSU
MANILA, Philippines — The National Capital Region Police Office (NCRPO) will file criminal complaints against former Police Senior Executive Master Sergeant Arnel Delos Santos for allegedly installing electrical jumpers at the Regional Direct Support Unit (RDSU) camp, where the retired police official’s family is currently residing.
“May directive na si [NCRPO] regional director [Major Gen. Debold Sinas], we will file a case based on Meralco’s [Manila Electric Company] inspection on the electrical connection,” Southern Police District chief Col. Emmanuel Peralta said in a phone interview with INQUIRER.net on Friday when asked if they will file charges against Delos Santos.
(There is already a directive that we will file a case based on Meralco’s inspection on the electrical connection.)
In a press briefing at Camp Karingal, Quezon City, Peralta said Meralco personnel inspected the RDSU which found that the Delos Santos family’s electricity bill had reached over P40,000. He also said that Meralco personnel found an electrical jumper in the area.
Peralta said they will file a qualified theft case against Delos Santos, former officer at the District Headquarters Support Unit (DHSU), for availing electricity without paying for it.
“Based on our attorney, we will file qualified theft. As former personnel of DHSU taking undue advantage of using electricity without paying it,” he said in mixed Filipino and English.
Article continues after this advertisementSinas, for his part, raised alarm over the electricity issue, saying that the Delos Santos family is already “abusing the generosity of the police.”

Ilang buwan na yan sila gumagamit, buong kamag-anak nila doon sa loob tapos yung tubig tingnan pa namin kung saan nila kinuha kasi building namin ‘yun, kami nagbabayad,” the NCRPO director said during a press briefing at Camp Karingal, Quezon City.
(Imagine, we are paying for the jumper. They have been using that for many months now and their family is there inside, and we will have to check their water consumption as well because that is our building. We are paying for it.)
To recall, the members of NCRPO, including Sinas, trooped to the home of Delos Santos, which is part of the RDSU camp of the Metro Manila police. In a Facebook post, Arnel’s son Arles shared the video of the confrontation which allegedly led to harassment.
The NCRPO said Delos Santos should be evicted from the compound as he had already retired from the police service.
