MANILA, Philippines — The leadership of the Quezon City Police District (QCPD) has ordered an investigation on the police officer involved in a shooting incident at a quarantine checkpoint in Quezon City that led to the death of an alleged retired soldier.

In a statement on Wednesday, QCPD chief Brig. Gen. Ronnie Montejo said Police Master Sergeant Daniel Florendo, assigned at the Fairview Police Station, will face “criminal and administrative” investigation over the death of Winston Ragos, 34.

Montejo said Florendo voluntarily surrendered himself and his gun, which was used in the shooting of Ragos, who introduced himself as a retired member of the Armed Forces of the Philippines during the confrontation at a checkpoint along Maligaya Drive in Barangay Pasong Putik on Tuesday afternoon.

Montejo added that further investigation into the shooting incident is now ongoing through the QCPD’s Criminal Investigation and Detection Unit (CIDU) and District Internal Affairs Service.

A report from QCPD showed that Ragos had an altercation with Florendo and the policeman’s trainees at the checkpoint as Ragos reportedly refused to follow orders to obey enhanced community quarantine rules. Allegedly, Florendo was prompted to shoot Ragos as he supposedly pulled out a gun. Ragos was rushed to the hospital where he later died.
