Checkpoint conflict: Alleged retired soldier shot dead by cop in Quezon City
MANILA, Philippines — An alleged retired soldier died after he was shot by a policeman, following a confrontation at a quarantine checkpoint in Quezon City on Tuesday afternoon.
A report from the Quezon City Police District (QCPD) identified the fatality as Winston Ragos, 34, purportedly a retired member of the Armed Forces of the Philippines (AFP). The police report labeled Ragos as “suspect”.
Based on the information of the police, which was made public on Wednesday, Police Master Sergeant Daniel Florendo of the Fairview Police Station and his four police trainees were guarding a checkpoint along Maligaya Drive in Barangay Pasong Putik when Ragos approached them and reportedly started shouting.

Police officers asked Ragos to return home and follow protocols of the enhanced community quarantine. But the latter refused to follow, saying he was a former member of the AFP.
Police then allegedly saw Ragos carrying a caliber .38 gun inside a sling bag. This supposedly led Florendo to draw his firearm and ask Ragos to surrender.
However, according to the police report, Ragos pulled out his handgun, prompting Florendo to shoot him. Ragos was then rushed to the Commonwealth Hospital where he later died.
Police investigators said they recovered a sling bag, caliber .38 revolver, and four ammunition at the crime scene.
