CITY OF ILAGAN –– This city was placed under a state of calamity on Thursday after floodwater submerged 41 villages isolating 31,047 people (10,349 families), Mayor Josemarie Diaz said.

Amadeo Balingao, a resident here, said their house at the low-lying area of Capitol Hills in Barangay Alibagu was flooded due to the incessant rain.

“We evacuated before our house got submerged in water. We plead for help, such as relief goods,” he said. Villamor Visaya Jr.
