MANILA, Philippines — A total of 431 convicts who were released under the controversial good conduct time allowance (GCTA) law have surrendered so far, the Philippine National Police (PNP) said Sunday.
According to PNP’s latest data released Sunday morning, most of the convicts who have surrendered were convicted of murder (138 individuals), followed by rape (130 individuals), and robbery with homicide (42 individuals).
The remaining breakdown of the crimes are as follows:
Homicide – 28 individuals
Dangerous drugs – 18 individuals
Rape with homicide – 14 individuals
Murder and frustrated murder – 14 individuals
Robbery with rape – 9 individuals
Parricide – 8 individuals
Frustrated homicide – 6 individuals
Illegal possession of firearms -3 individuals
Murder and robbery; Attempted rape and homicide; Robbery; Kidnapping; and Theft – 2 individuals per crime
Carnapping; Carnapping with homicide; Rape with murder; Rape and arson; Abduction with rape; Kidnapping with murder; Gunban; Attempted Rape; Acts of Lasciviousness; Violation of RA 9262; and Violation of RA 9287- 1 individual per crime

This came after President Rodrigo Duterte ordered convicts released under GCTA to surrender or else they would be treated as “fugitives.”
