Deportation of four Chinese drug convicts on hold – BI

MANILA, Philippines — The deportation of four Chinese nationals convicted for illegal drugs have been put on hold, the Bureau of Immigration (BI) said Friday.

“Deportation Unit was already directed to hold the implementation of the deportation order,” BI’s deputy spokesman Melvin Mabulac said.

The four Chinese nationals, according to Senator Panfilo Lacson, have been released from the New Bilibid Prison (NBP) because of Good Conduct Time Allowance (GCTA).

The four have been identified as Chan Chit Yue, Kin San Ho, Ching Che, Wu Hing Sum. They are currently detained at the BI Warden’s Facility in Camp Bagong Diwa in Taguig.

Justice Secretary Menardo Guevarra said the deportation of the four Chinese convicts will be on hold “until the IRR (Implementing Rules and Regulations)/guidelines have been reviewed and the joint committee has determined the proper course of action with respect to those PDLs (Person Deprived of Liberty) convicted of heinous crimes who might have already been released.”

Lacson said the four Chinese nationals were previously detained at Building 14 of NBP’s Maximum Security Compound. Inmates detained at Building 14 are high risk inmates, as they are believed to still have the capability to contact cohorts outside prison and thus continue their criminal activities. /kga
