MANILA, Philippines — A Quezon City court has stopped the implementation of the provincial bus ban on Edsa.
In its 25-page order dated July 31, Quezon City Regional Trial Court (RTC) Branch 223 issued a preliminary injunction against Memorandum Circular No. 2019-001 issued by the Land Transportation Franchising and Regulatory Board (LTFRB) that amends routes of provincial buses and prohibits them on Edsa – Metro Manila’s main highway.

The court also issued a preliminary injunction against Metropolitan Manila Development Authority (MMDA) Regulation No. 19-002, which revoked the business permits issued to public transport terminals located along Edsa.

The Office of the Solicitor General (OSG), legal counsel of MMDA and LTFRB, were given until August 14 to respond to the order.
MMDA has been eyeing to implement the provincial bus ban in a bid to ease traffic congestion along Edsa. The enforcement of the provincial bus ban was supposed to start on Wednesday, August 7. /kga
