MANILA, Philippines — The Anti-Red Tape Authority (ARTA) hailed Manila Mayor Isko Moreno for issuing an executive order (EO) promoting ease of doing business in the national capital.
“[ARTA] commends Manila City Mayor Francisco ‘Isko Moreno’ Domagoso, for issuing an Executive Order that effectively puts up a Business One Stop Shop (BOSS) within the City of Manila,” the agency said in a statement.
ARTA was referring to Moreno’s EO No. 8 which seeks to “streamline the issuance of local business license, clearances, permits, certification and authorizations, as well as manage the flow of documents” in the city.

ARTA urged all local government units (LGUs) to follow Moreno’s example to comply with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (Republic Act No. 11032).
This law requires every city or municipality to have a BOSS.
