PAWS files animal cruelty complaint vs couple behind DIY dog operation
MANILA, Philippines — An animal cruelty complaint was filed Tuesday against the couple who conducted and recorded on film a do-it-yourself (DIY) caesarean operation to a dog, the Philippine Animal Welfare Society (PAWS) said.
The complaint against Jonathan and Evangeline Galguerra was filed before the Office of the Prosecutor in Quezon City in violation of the Animal Welfare Act and the Philippine Veterinary Medicine Act.
The complaint was filed by PAWS Executive Director Anna Nieves Hashim Cabrera.

PAWS said the couple used a kitchen knife and a pair of scissors to cut open their unregistered pregnant poodle without using anaesthesia inside their residence in Novaliches, Quezon City. The said operation resulted in the poodle’s death.
PAWS added that one of the suspects also posted photos of the mutilated carcass of the dog after the operation and the dog’s puppies.
Article continues after this advertisementAside from maltreating the dog, PAWS said the couple also violated the Philippine Veterinary Medicine Act by performing the operation despite not being veterinary professionals.
Article continues after this advertisement“By performing a surgical procedure themselves without being registered veterinary professionals and without using anesthesia, the Respondents not only maltreated and abused an animal by inflicting needless pain and causing its death, they also neglected to provide the animal ..and the puppies they delivered …with the veterinary care demanded by the situation,” PAWS said in the complaint.
The couple also recorded the procedure and shared it on social media. The video has since been taken down.
“The couple breeds dogs without permits and are not veterinarians. Netizens who viewed the horrific FB live post claim that the mother dog was still alive as she was cut open,” PAWS said in a Facebook post.
