MANILA, Philippines — The House of Representatives unanimously approved Monday a bill establishing the Magna Carta of the out-of-school youth (OSY).
Some 170 House members approved on third and final reading House Bill No. 9103; no one voted against or abstained.
The proposed law seeks to establish an interagency Advisory Council that would ensure the delivery of services and interventions for the OSY.
HB 9103 also seeks to protect OSY from all forms of violence, such as physical abuse, sexual exploitation, and human trafficking. It also aims to provide government assistance and support in areas such as education (mandatory technical/vocational education), scholarships, health, social services, employment, and entrepreneurship.
The bill further ensures the non-derogatory and nondiscriminatory portrayal of OSY in all forms of media, communication, information dissemination, and advertising, as well as support for the rights of Moros and indigenous OSY in preserving their cultural identity.
The measure provides penalties and fines for violations and abuses of the benefits and privileges proposed therein.
HB 9103 substituted House Bill Nos. 2649 and 5619 introduced by Reps. Wes Gatchalian and Victor Yap, respectively. Rep. Condrado Estrella III, chair of the youth and sports development committee, is also among the principal authors. (Editor: Eden Estopace)
