MANILA, Philippines – A top official of the Commission on Elections (Comelec) said she would disagree with former National Youth Commission (NYC) chair Ronald Cardema becoming a substitute nominee of the Duterte Youth party-list group.
“I have not signed a Reso about giving due course to Cardema’s application for substitution but I will dissent,” Comelec Commissioner Rowena Guanzon said in a Twitter post on Thursday.

Guanzon explained that while Cardema filed the application before the deadline on Election Day, he submitted it on May 12, which “is not a regular work day.”

The Comelec commissioner previously said Cardema’s application for substitution had not been approved yet by the Comelec en banc.

Guanzon reiterated that Comelec had yet to decide whether the former NYC chair is qualified to become a representative of the party-list group.
“But can he substitute? Is Cardema qualified to be rep of Duterte Youth? That is not yet decided. @13thFool and someone else opposition that has to be decided by the @COMELEC En Banc,” Guanzon said in another tweet.
