MANILA, Philippines — The proclamation of winning senators and party-list groups in the 2019 midterm elections is still tentatively set for Tuesday, Director Frances Arabe of the Commission on Elections (Comelec) said on Monday.
The proclamation would depend on whether the two remaining certificates of canvass (COCs) from Saudi Arabia and Washington D.C. in the United States would come in by Tuesday..
“It’s super tentative pa eh, although we received word that the two COCs would arrive by tomorrow morning,” Arabe told INQUIRER.net. “It’s tentative on Tuesday. For the party-lists it’s tentative on Wednesday if we don’t finish by tomorrow.”

The Comelec, sitting as the National Board of Canvassers (NBOC), has suspended canvassing as of 8:55 p.m. on Monday. It will resume its session on Tuesday at around 10:00 a.m.
Earlier, Comelec spokesperson James Jimenez said the candidates would probably be proclaimed on Tuesday. However, when session resumed at 8:13 p.m. on Monday, only three COCs were accounted for — from Isabela province and from overseas absentee voting (OAV) centers from Japan and Nigeria.
If the two COCs come in before noon, then proclamation would be on Tuesday night, Arabe said.
The delay of the COCs from OAVs have been attributed to corrupted SD cards. Comelec had to send replacement cards from their warehouses.
Meanwhile, the delay in the COC from Isabela was caused by armed men who burned two vote counting machines there.
