More than a thousand kites were flown to call for peace in Mindanao during “Tabanog Festival Alang sa Kalinaw sa Mindanaw (A Kite Festival for Peace in Mindanao)” held in Pagadian City, Zamboanga del Sur province.

Organized by Mindanao Institute of Journalism, the festival was launched at Ozamiz City in Misamis Occidental on May 1 of the same year to call for love, peace and unity amid the fighting between government troops and Moro Islamic Liberation Front rebels in Mindanao.

Kites were also flown in the cities of Iligan, Cagayan de Oro, Davao and Cotabato.

The event culminated on May 31, 2000, in Tubod, capital of Lanao del Norte, the province most affected by the fighting between government forces and Moro rebels.

Spanish Governor General Luis Lardizabal ordered the separation of Nueva Vizcaya as a separate politico-military province from Cagayan.

The order was approved through a royal decree issued by the king of Spain in 1841. Nueva Vizcaya was previously part of the Spanish government of Cagayan, which covered the current eastern part of northern Luzon, from Nueva Ecija to Batanes province.

In 1856, towns of Cagayan and Nueva Vizcaya were separated to form Isabela province.

Nueva Vizcaya had its first civil government in 1902 when it was organized by the Philippine Commission.
