The chapter hoped to be a better rescue response group.
The LDS Seagull Rescue International was founded in 1998 by a group of young men in Bacolod City, Negros Occidental, led by Peter Negrido, whose interest is to assist people during disaster.
When Negrido transferred to Manila in 2006, he organized the LDS Seagull Rescue Pasig chapter that consists of 12 members.
Within the same year, the Makati Chapter was organized, followed by Cavite chapter.
