Rape suspect nabbed while applying for police clearance

A 42-year-old man wanted for raping a minor in Cavite province was arrested on Wednesday while applying for a clearance certificate in the Makati City police station.

Makati policemen served Marlon Ulep with an arrest warrant after a check with the National Police Clearance System showed that he was charged with raping a 15-year-old girl four years ago.

The arrest warrant was issued by Executive Judge Norberto Quisumbing of the Imus, Cavite Regional Trial Court Branch 21 on Dec. 15, 2015, according to Chief Insp. Gideon Ines, assistant Makati City police chief.

Ines said the suspect thought the case against him had been dismissed after he reached a settlement with the victim’s mother.

The suspect, who moved to Makati City in 2016 said he needed a police clearance certificate because he was applying for a job.

Ines said that Ulep was the third suspect with a pending arrest warrant to be caught while applying for a police clearance certificate in Makati City since January.
