DILG chief relieves PNPA head over ‘oral sex punishment’ scandal

The Department of the Interior and Local Government (DILG) officer-in-charge Eduardo Año has ordered the dismissal of the head of the Philippine National Police Academy (PNPA) over the alleged “oral sex punishment” imposed on underclassmen by senior cadets, the DILG spokesperson said on Wednesday.

“OIC-Secretary Año has ordered the immediate relief of the PNPA Director, Chief Superintendent Joseph Adnol, for command responsibility and to pave the way for an impartial investigation into the incident,” DILG spokesperson Assistant Secretary Jonathan Malaya said in a statement.

Malaya said Año also directed the president of Philippine Public Safety College (PPSC), Ricardo De Leon, to conduct an investigation on the issue and deliver measures to ensure that such incidents will not happen again.

“We should not tolerate such scandalous acts in our ranks. The PPSC should act with dispatch to ensure that the true ideals, values, and discipline in the academy will continuously be upheld,” Año said.

Malaya said the PNP will also conduct a separate investigation on the incident to determine criminal liability.

On Oct. 6, initial reports indicate that an upperclassman ordered two freshman cadets to perform oral sex as punishment for allegedly violating camp rules.

Two other senior cadets, who were allegedly present during the incident, did not stop the punishment and just watched the alleged sexual activity.

Malaya said the senior cadets in question, who have been placed in isolation, could face a criminal charge of hazing as well as administrative cases. The plebes are also filing a separate criminal suit against them. /ee
