CAMP VICENTE LIM, Laguna, Philippines -- The family and colleagues of a farmer allegedly abducted in Taguig City are set to file a petition for a writ of habeas corpus to put pressure on authorities to surface him, a human rights group said.
Obito Marquez, 31, was allegedly abducted by four armed men in civilian clothes on the evening of June 21 outside his temporary home in Taguig City.
"Until now we still don't have a clue as to where he is," Glen Malabanan, Karapatan deputy secretary general in Southern Tagalog, said in a phone interview.
Malabanan claimed Karapatan was being "tossed from one office to another" in its search for Marquez.
Malabanan claimed that Chief Supterintendent Roberto Rosales, National Capital Regional Police Office director, later admitted in a statement that it was the police who arrested Marquez, by virtue of an arrest warrant issued by Judge Jose Jacinto Jr. of Occidental Mindoro.
"He, however, did not identify which unit (of PNP) operated or where they detained him (Marquez)," Malabanan said.
Marquez is a member of the Katipunan ng mga Samahang Magbubukid sa Timog Katagalugan (Kasama-TK, Organization of Farmers in Southern Tagalog) in Occidental Mindoro and is among the 72 persons earlier charged with multiple murder and frustrated murder in an alleged communist raid in Puerto Galera town in 2006.
Branch 39 Judge Manuel Luna Jr. of Mindoro Oriental Regional Trial Court has quashed a warrant for his arrest.
"His family, of course, is deeply worried about him. They could not eat or sleep well. It has been nine days since he was gone," Malabanan said.
"If there are charges, then he should be presented in the court," she added.
Senior Superintendent Sonny Ricablanca, Mimaropa (Mindoro, Marinduque, Romblon, Palawan) regional police intelligence chief said in an earlier phone interview that Marquez was a top official of the communist New People's Army.
However, Ricablanca denied having custody of Marquez in the region and said the operation was made by the Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) regional intelligence unit.
However, this was denied by Supt. Primitivo Tabujara, Calabarzon intelligence chief.
